The Jackson City Council turned down a developer’s request for a tax break on the second phase of the Armory Arts Village, which was to include 49 units of senior housing with 14 being market rate.  Those who voted against the tax break said that the developer did not provide the city with adequate information about the project, including the changes in the plans.

Ludwig said the developer cannot ask for a tax break without any details about the project. All correspondence on the request was through telephone calls, officials said.
“Why should I vote yes?” Ludwig said. “Anyone else would have to go through (filing paperwork) and go through the proper channels.”
